    Abstract: 1991年哈薩克獨立之後,因其在地緣政治上的特殊性,故採取「多方外交」 的外交政策,作為平衡中國與俄羅斯對本國之影響的外交手段。「多方外交」意指與所有在國際事務中能夠發揮重要作用且對本國有實際利益的國家建立友好、可預測的關係。對於哈薩克在與中國進行「帶路合作」之後,是否會對其既有的 「多方外交」 政策產生影響,文獻中有著許多不同的看法。據此,本文分析哈薩克「多方外交」政策的演變,整理出哈薩克「多方外交」政策的各項目標,並探討哈薩克在與中國進行「帶路合作」前、後在各項政治和經濟指標上的變化。在政治方面,本文分析哈薩克與中國在聯合國大會投票的相似度、哈薩克國內人民對中態度的變化,以及哈薩克與美國和俄羅斯軍事合作的變化;在經濟方面,本文分析哈薩克與其他國家在貿易、投資和石油交易上的變化。研究發現,從上述各項政治和經濟上的指標來看,與中國的「帶路合作」對哈薩克「多方外交」政策的影響並不明顯,絕大多數的指標都未明顯改變其原有的方向。本文的發現,對於理解中國「一帶一路」在中亞地區的影響提供了一個初步的貢獻。
    Following its independence in 1991, Kazakhstan adopted a policy of “Multi-Vector” Foreign Diplomacy in light of its unique geopolitical position, using it as a strategic tool to balance the influence of both China and Russia. The concept of “Multi-Vector” Foreign Diplomacy entails fostering friendly and predictable relations with all states capable of playing a significant role in international affairs and delivering tangible benefits to Kazakhstan. Scholarly opinions diverge on whether Kazakhstan’s engagement with China under the Belt and Road Initiative (BRI) has altered the foundations of its “Multi-Vector” Foreign Diplomacy. Against this backdrop, this study traces the evolution of Kazakhstan’s “Multi-Vector” Foreign Diplomacy, outlines its core objectives, and examines changes in selected political and economic indicators before and after Kazakhstan’s BRI cooperation with China. Politically, the analysis focuses on Kazakhstan’s voting alignment with China in the United Nations General Assembly, shifts in domestic public opinion toward China, and variations in Kazakhstan’s military cooperation with the United States and Russia. Economically, it explores trends in Kazakhstan’s trade, investment, and oil transactions with other countries. The findings suggest that BRI cooperation with China has had limited influence on Kazakhstan’s multi-vector diplomacy. Most political and economic indicators examined remain largely consistent with their pre-existing trajectories. This study thus offers an initial contribution to understanding the broader implications of China’s Belt and Road Initiative in Central Asia.
