    Title: 公共圖書館多元文化服務設計之個案研究-以臺灣與日本為例

    Abstract: 近年來,臺灣與日本社會在全球化與人口結構變遷的雙重影響下,正面臨多元文化融合的關鍵轉型期。臺灣作為典型的移民社會,其中來自東南亞國家的移民更帶來豐富的文化多樣性;日本則因高齡少子化加劇勞動力短缺,大幅調整移民政策形成新的社會文化景觀。在此背景下,兩國公共圖書館作為知識平權的重要載體,其多元文化服務發展呈現出獨特的發展軌跡。
    本研究以服務設計為理論基礎,將圖書館多元文化服務視為一個完整的「服務系統」進行探討。透過文獻分析與深度個案訪談,釐清臺灣與日本兩地多元文化服務的發展脈絡,並依據服務設計的六大構面(行動者、資源整合、服務系統、參與、體驗、情境脈絡),建構一套多元文化服務的評估指標。本研究運用此指標,檢視臺、日三所個案圖書館的服務內容,最終歸納出在服務設計框架下,所對應與實踐的IFLA倡議目標。
    依據本研究之結果,歸納出三項結論:(1)臺日兩地均已建構初具規模的多元文化服務體系;(2)臺日兩地在推動服務過程中,均摸索出以社區合作為核心的營運模式是普遍且適宜的路徑;(3)臺日兩地在服務特色存在差異,臺灣側重動態的文化活動與講座,日本則深耕於服務的實用性與深度。為優化多元文化服務設計,本研究進一步提出四項可行性建議:(1)建立制度化的服務評量機制;(2)完善館藏發展與評選機制;(3)強化專業人才培育與聘用;(4)落實多語言標示與資訊無障礙傳遞。這些建議能作為參考與健全圖書館多元文化服務的可及性,進而確保服務內容更貼近多元文化讀者需求的內容,達到社會多元融合的目的。
    In recent years, Taiwan and Japan have been undergoing a critical transition toward multicultural integration, driven by the dual forces of globalization and demographic shifts. As a quintessential immigrant society, Taiwan has gained rich cultural diversity through immigrants from Southeast Asian nations. Japan, grappling with labor shortages due to an aging population and low birth rates, has significantly adjusted its immigration policies, shaping a new sociocultural landscape. Against this backdrop, public libraries in both countries—as vital conduits for knowledge equity—have charted unique trajectories in developing multicultural services.

    This study adopts service design as its theoretical foundation, examining library multicultural services as a comprehensive “service system.” Through literature analysis and in-depth case interviews, it clarifies the developmental trajectories of multicultural services in Taiwan and Japan. Based on the six dimensions of service design (actors, resource integration, service system, participation, experience, and contextual framework), it constructs an evaluation framework for multicultural services. This framework was applied to examine the service offerings of three case libraries in Taiwan and Japan, ultimately identifying corresponding IFLA initiative objectives implemented within the service design paradigm.

    Based on these findings, three conclusions emerge: (1) Both Taiwan and Japan have established preliminary multicultural service systems; (2) Both regions have identified community collaboration as a core operational model that is both common and effective in service implementation; (3) Service characteristics differ between regions: Taiwan emphasizes dynamic cultural events and lectures, while Japan focuses on practicality and depth in service delivery. To optimize multicultural service design, this study proposes four actionable recommendations: (1) Establish institutionalized service evaluation mechanisms; (2) Improve collection development and selection mechanisms; (3) Strengthen professional talent cultivation and recruitment; (4) Implement multilingual signage and accessible information delivery. These recommendations can serve as references for enhancing the accessibility of library multicultural services, ensuring content better aligns with the needs of diverse readers, and ultimately achieving the goal of social integration.
