    Title: 配票選舉策略之成效　第五屆立委選舉民進黨高雄市北區個案

    Abstract: 90年第五屆立委選舉，民進黨在高雄市北區提名三位候選人並操作配票的選舉策略。選舉結果，民進黨提名三人完全上壘，老將陳其邁與朱星羽蟬連成功，新人林進興也獲最高票當選，配票策略似具有成效；但428個投票所，配票成功的只佔3.3%，配票策略的成效並不明顯。<BR>從總體資料觀察，三位候選人在選區、六個行政區及428個投票所的得票率並不很平均；陳、朱在六個行政區選票減少的幅度也不一致；新人林進興的選票更不是平均吸納陳、朱二人的選票而來；配票操作後，三位當選人仍然可以區隔出各自不同的區、里票源實力區。配票的操作，並不保證每一地區都會一致呈現平均選票的效果。<BR>從民意調查數據分析，投票支持民進黨候選人的受訪者，51.59%「知道」配票措施，其中25.33%知道自己的選票「配給」誰以及其中只有5%「遵守」配票指示。 5%的選票或許足夠左右選情；配票策略的成效涉及選民的政黨認同強度以及是否有充分的選舉資訊。<BR>配票的成效其實不明顯，民進黨三席完全上壘，關鍵在於適量提名與國、親兩黨的極過量提名，才造就了第三席朱星羽的勝選。
