    Title: 綻びを見せる米英の「特別な関係」: 対中経済外交における暗闘

    Abstract: 2015年 3月、 突如、英国は中国主導のアジアインフラ投資銀行（ AIIB）への参加を表明した。これを契機に、米国と日本を除く主 要国など 57 カ国が原加盟国となり、2016 年 1 月、同銀行は開業に至 った。その後、英中関係はますます強化されている。この政策転換 はどのような動機によって何時頃、 構想、準備、着手され、それは どのような経緯を辿って唐突に公表されたのであろうか。 政策転換 には、大きな外交安全保障政策上の障害、とりわけ、従来から英国 の外交政策の中で最も重要と看做されてきた対米政策との軋轢や矛 盾はなかったのであろうか。本稿の分析は、 2008 年秋のリーマン‧ ショック後、 英国がチベット政策、 金融政策そして香港政策におい て静かにしかし大胆に政策転換を行い、慎重かつ用意周到に対中接 近に舵を切った背景と経緯を分析する。その上で、分析の要諦が米 国覇権の凋落にともなう英米の暗闘にあり、AIIB 問題は単に英米暗 闘の付帯現象（ epiphenomenon）に過ぎないことを明らかにする。
