    Title: 美國新聞媒介與國家安全

    Abstract: 本研究報告是探討一九六九至一九八四年的十五年間，媒介對國防觀念的影響。內容包含了以下四點趨勢：（一）蘇俄的軍事在當時超越美國及其盟國，而此時甘迺迪政府正開始單方面的限武行動。（二）蘇聯發動全球宣傳攻勢，企圖保持目前的軍事優勢。因此，蘇俄對世界和平與西歐自由的威脅都比二戰後的任何時期大。（三）儘管西方分析家提出警語，媒介內部的政論家與專欄作家仍不肯承認蘇俄在地緣政治與軍事上所占有的優勢。（四）居於領導主流的媒介，特別是CBS，提起可能的阻止雷根內閣，使其無法達成建設阻嚇武力的優勢。這些主流媒介標舉其「AA」操作法則，即為：擁護新聞事業，而與政治敵對（advocacy journalism and adversary politics）。在這些趨勢底下，本文也列舉了多位學者研究CBS偏見以及克朗凱與洛瑟的偏見之重點整理，都顯示出了美國媒介對於蘇俄企圖的不了解與無知，同時引申出既然電視已逐漸成為眾人了解世界的媒介，該有誰來監督那些為我們監看這個世界的人？文末，則以李奇特（S. Robert Lichter）及洛斯曼（Stanley Rothman）兩位政治學教授的研究報告作為結論，這篇報告提出了媒介優異份子與美國價值之間的衝突。如同半個世紀前，李普曼（Walter Lippmann）早洞燭機先的提到︰「當前西方民主政治的危機，追溯本源，乃因新聞事業本身出了危機之故」。
