    Title: 報業在現代社會中所負之責任

    Abstract: 報業的發行在中國已有兩千多年歷史，最早可追溯至漢武帝時的邸報，而發展至今，現代社會中報業的發達，與報業科技之發明有相輔相成的關係。現代社會是什麼呢？指的就是資訊時代（Information Age）。資訊時代的特徵，包含了電腦的使用，取代大量生產者與簡化生產程序，改變消費者與生產者的關係，許多人既是生產者也是消費者，而生產也從工廠移向家庭，成為以家庭為中心的社會，也增加了休閒時間。顯然的，休閒時間的增加使得一般人閱讀報紙雜誌或看電視、聽廣播等利用最新傳播科技交換資訊的頻率也增加。因此，在這個時代，大眾傳媒朝著大眾化與專業化兩個方向發展。但傳播與電腦的結合雖使資訊流通加快許多，卻也增加資訊獲得的困難性；美國新聞法名教授提特（Dwighttecter）指出，因各國政府、企業、研究機構將資訊集中處理，使新聞記者更難獲得新聞，並將這種現象稱為「科技的誡命」（Technological impetative），所以提斯教授呼籲記者需有人文科學的修養，才不會被科技所役使。強調人文科學重要性的同時，提斯教授也強調新聞記者的自律及新聞道德的重要，這與中國傳統的人文主義精神不謀而合。新聞道德的精神是在確保新聞自由，美國記者公會的記者道德律、聯合國國際新聞道德信條、法國際者聯合會道德信條、中國新聞記者信條等都是揭櫫了新聞自由不能免於法律和道德的約束。所以，現代報業在位人民提供充分資訊時，最基本的責任仍是維護新聞道德，也是新聞自由的唯一保障。
