    Abstract: 本文旨在介紹「政治溝通」的意涵及相關理論，重點如下：(1)廣義的政治溝通：廣義的政治溝通是指「政治系統」本身與「政治環境」之間的資訊交流，以及與政治環境內各份子相互影響的政治現象；(2)狹義的政治溝通：是指政府與人民間的關係，亦即政府與人民之間經過資訊交流、互相了解對方的立場，使政治系統運作更能發揮其功能；(3)政治溝通應如何重視民意：政治領導者應以睿智來領導民意、組織民意，以支持有利於全民利益之政策；(4)「博弈理論」在政治溝通之運用：「博弈理論」可以運用在國際和國內政治之策略上。政治溝通之目的在藉溝通而取得有利於己的地位，而「博弈理論」強調的是求勝，但求勝不意味徹底打敗對手，這與民主理性的精神相符。
