    摘要: 近年來政府積極推動各項大型公共建設計劃，為舒緩政府財政上的壓力，並有效結合民間資源，民國八十九年行政院公佈「促進民間參與公共建設法」後，各大公共建設均採用BOT模式辦理。本文敘述BOT模式運用在圖書館的可行性，將風險管理納入考量，並以目前運用BOT模式經營之「高雄市立智障兒童玩具圖書館」及「陽明國宅社區圖書館」為例，冀能做為其他圖書館BOT之參考。
    Over the past few years, the Taiwan government has been pushing an number of massive infrastructure construction projects aggressively. In order to alleviate the financial impact on government fiscal status as well as to incorporate the resources and investments in the private sector, many of these projects are carried out with the Build-Operate-Transfer (BOT) model since the decree of ”Statute for the Encouragement of Private Sector Participation in Public Infrastructure Projects” by the Executive Yuan. This article investigates the feasibility in applying the BOT model on public library projects. Issues on risk management are also elaborated using the Kaohsiung City Toy Library for The Mentally Deficient Children and the Yang-Ming Citizen`s Dwelling Community Library as objects of study. The authors seek to add to the volume of discussions and literatures on the implementation of public library projects with the BOT methodology.
