Abstract:	高等教育大众化大大增加了入学机会,也增加了公众对机构和学生素质的关注,同时使高等教育面临在质量保证和管理上的挑战.为了响应这种趋势与挑战,各国政府纷纷建立国家质量保证系统,包括公立及专业评鉴机构.由于高等教育普及化、数字化、国际化及市场化之因素,使得质量保证机构角色与政府关系产生微妙的变化,间接影响角色的转变.2016年INQAAHE及CHEA分别公布新的准则,其主要目的在重新塑造全球质量保证的新内涵,这对一些已有发展成熟品保制度之国家和地区,是未来改革方向相当重要的参考依据.因此,本研究即是以INQAAHE2016准则与CHEA七大原则分析台湾两大品保变革及其对台湾品保机构的角色重塑的影响.
