    Abstract: 本文認為,日本安倍晉三內閣解除集體自衛權行使禁令的目的,在於強化日美同盟防衛合作關係,以平衡北韓與中共的威脅,並且擴大日本在區域安全議題上的話語權。因此,本文以威脅平衡、同盟理論作為分析架構,探討日美同盟的發展過程,以及安倍內閣強化日美同盟的戰略。冷戰期間,日本擔心被美國捲入無涉其利益的戰爭,或者是遭到背棄的同盟困境。後冷戰時期,日本採取強化自衛隊戰力、解除部分集體自衛權禁令、增加日本在同盟架構內的責任分攤等措施以強化日美同盟的嚇阻,企圖平衡北韓、中共等周邊環境的威脅。
    This article considers that the purpose of the Abe Cabinet to approve the right of collective self-defense is to balance the threats of North Korea and China, and increasing Japan`s influence of regional security issues by increasing security cooperation between the U.S.-Japan alliance. Therefore, I analyze the development process of the U.S.-Japan alliance and Abe`s strategy to strengthen the U.S.-Japan alliance security cooperation based on the balance of threat theory and alliance theory. During the Cold War, Japan was afraid of being entrapped into American war that was not related to Japanese interests, or being abandoned by America. In the post-Cold War era, Japan strengthen the deterrence of the U.S.-Japan alliance by increasing the JSDF`s military power, deciding to exercise the right of collective self-defense, and sharing the burden of the U.S.-Japan alliance.
