    Title: 從大學系所評鑑指標之設定論系所發展持續自我改善能力之可能與限制

    Abstract: 美國學者Herbert R. Kells 認為高 教評鑑的真諦，是讓各大專院校可以 擁有屬於自己、適合自己的自我評鑑 與改進方式，並定時的追蹤、檢視自 我是否有履行提升教學品質的宗旨。 換言之，從各校的自我機制評鑑，到 外在評鑑機構執行的評鑑計畫，應為 一「由內而外」的過程，重點在於透 過自我評鑑，使得機構對於自我改 進、提升與課責有所努力（許媛翔， 2006）。這樣的精神在近年臺灣大學評 鑑改革中，亦為教育部以及國內學者 所支持。以新版的系所評鑑指標為 例，為回應過去評鑑過多由上而下的 限制之批評，新版系所評鑑指標數由 原先五大項目38 個指標，簡化為13 個指標之外，亦嘗試增加系所在評鑑 過程中之自主性，例如在5 大評鑑項 目中以及13 項核心指標之外，受評班 制得自訂特色項目或指標以鼓勵展現 多元化特色 （王麗雲，2013）。 從指標之縮減與設定之彈性論， 此次評鑑指標之修正似乎比較能予系 所自主的空間與彈性，及傾向一種「由 內而外」的自我評鑑過程發展。然如 同劉維琪（2011）所言：「自我評鑑應 是大學自治中很重要的一項能力，教 育部只是透過外力，協助大學做好自 我評鑑工作，評鑑重點應該放在檢視 學校有無建立自我改善的能力。」這樣的指標修正是否真的能夠有助於系所發展持續自我改善的能力？下面筆者就修正指標內容以及個人粗淺之經驗，提出幾項反思。
