    Title: 開放政府中的跨界溝通與協調:以開放政府聯絡人為例

    Abstract: 為了促進開放政府中的「參與」價值,我國設置了公共政策網路參與平台,讓民眾能在平台上針對各項政策議題提出建議,各機關需要面對來自公共 政策參與平台上民眾的壓力以及請求,由於政策議題通常是跨部門、跨組織的,如何整合意見並推動提案進行,便需要各部會的開放政府聯絡人負責協調,促進部門間與組織間的協作,讓自身組織內部接納更多來自外部的創新思維與想法。因此,我國政府透過行政院公共數位創新空間(Public Digital Innovation Space, PDIS)與開放政府聯絡人(Participation Officer, 開放政府聯絡人)的設置來處理開放政府政策所需的縱向與橫向聯繫、組織內的意見整合,及對外與社會大眾的互動。所以此一機制不僅只是協助政策的推動,同時更能幫助組織回應民意、進行創新。
    因此,PDIS 與 PO 在協作過程中發揮了什麼功能?PO 在組織中是什麼定位? PDIS 與 PO 如何互動、如何透過協作會議來進行跨部會的協調?都是本文所關心的問題。
    本研究主要的研究問題為,公部門中的跨界者們如何行動以促進開放政府之協作網絡?並以下述次要研究問題來釐清開放政府中的跨界行為:
    1. PDIS 與 PO 各自的角色定位是甚麼?
    2. PDIS 在協作過程中,如何與其他部會以及民眾溝通協調?如果產生困難與衝突,會如何調整行動策略?
    3. PO 在協作過程中,如何與所屬機關、其他部會以及民眾溝通協調?如果產生困難與衝突,會如何調整行動策略?
    基於上述研究問題,本研究將以深度訪談法作為主要的資料蒐集方式,經由面對面的對談,有助於挖掘出研究對象對於問題的個人看法與自我經歷(邱泯科等譯,2004)。而在後續分析中,本研究也會應用質性分析方法中的紮根理論來建構研究圖像。
    在研究貢獻上,本研究可藉由跨界者之視角,深入了解跨界者本身對於跨界行為的詮釋與理解,並提供不同組織背景下的比較觀點,構建出我國開放政府政策中的跨界溝通機制是如何運作,充實現有的理論架構,亦能進一步探討跨界行為對於開放政府政策帶來哪些影響。在實務方方面,也能藉由梳理不同類型的跨界者面對溝通衝突之處理方式,綜整提出當跨界者面臨不同情境下衝突與困難時,可以採取何種策略因應,亦可作為未來 PO 制度修正改善之基礎,更有利於開放政府之推行。
