    Title: 從軍民聯防角度探討陸軍主戰裝備地下空間運用之研究

    Abstract: 近年來,中華人民共和國解放軍通過持續派遣軍機、軍艦繞臺和進行軍演等舉措,試圖加強對我國實施壓力;同時,國際上的俄烏戰爭和以巴衝突不斷,從中可以看到許多遠程火力攻擊建築物和戰甲車遭受損壞狀況,由此可見,戰甲車難以在都會區找到適合抗炸掩蔽的地下空間。
    本研究透過深度訪談和文獻分析,探討全民認同國防對軍民融合建築的重要性,以使陸軍主戰裝備能夠進入地下空間運用,避免敵方空中打擊和偵查。研究發現,目前國內地下室入口的高度普遍無法容納戰甲車進出,研究者透過ArcGIS Pro 圖資的套疊,找出最有利的空間,以供部隊進行掩蔽。
    最後,研究指出政府和民眾對於支持度對於國防整備有很大的影響,政府需要在國土整體規劃及建築法等方面進行規畫和研討管制配套措施,而國民則需具備良好的國防認知,方能建置完善的軍民融合建築,從而為國民提供更安全的生活環境。
    In recent years, the People's Liberation Army of the People's Republic of China has been increasing pressure on our country by continuously deploying military aircraft and warships around Taiwan and conducting military exercises. At the same time, the ongoing Russia-Ukraine conflict and conflicts in the Middle East have shown extensive damage to buildings and armored vehicles through long-range firepower attacks. This highlights the challenges faced by armored vehicles in finding suitable underground spaces for protection in urban areas.
    This study, utilizing in-depth interviews and literature analysis, explores the significance of national defense consensus in the construction of military-civilian integrated buildings. The goal is to enable the effective utilization of main battle equipment, such as armored vehicles, in underground spaces to avoid enemy aerial strikes and reconnaissance. The research reveals that the current height of domestic underground entrances generally cannot accommodate the entry and exit of armored vehicles. Through the overlay of ArcGIS Pro map data, researchers identify the most favorable spaces for military units to take cover.
    In conclusion, the study emphasizes that the level of government and public support significantly influences national defense preparedness. The government needs to plan and discuss regulatory measures in overall national land planning and building regulations. Citizens must possess a strong awareness of national defense to contribute to the development of comprehensive military-civilian integrated buildings, thereby providing a safer living environment for the public.
