Abstract:	中國大陸人力資源充沛眾所周知.然而,無疑地,相對於人力資源充沛所導致的優勢,龐大勞動人口的就業壓力也是人力資源充沛所引發的問題.尤其是在經濟改革開放之後,為追求就業機會與更高所得收入的經濟性人口流動已經為中國大陸政治、經濟與社會的穩定投下變數; 一旦勞動人口的流動未能予以有效的管理與控制,則中國大陸會陷於怎麼樣的情境,令人不敢想像.對於龐大勞動人口所引發的社會與經濟衝擊,中國大陸當局也有相當的深刻體認,因此, 如何對於勞動力的流動予以適當的管理與控制成為中國大陸當局的當務之急.為達到勞動力流動的管理與控制目的,中國大陸當局基本上是透過勞動就業、人事管理、戶籍管理、計劃生育和城市的管理作為等種種的政策、立法、機能或措施來予以達成.職是之故,本研究之重點即在於整理分析上述之種種涉及勞動力流動管理與控制的政策、立法.bcdot..bcdot..bcdot.等. 為避免研究範圍失之過寬,本研究將不涉及種種管理與控制的政策、立法.bcdot..bcdot..bcdot.等執行效能與效率的評估,而只針對其實施的背景、目的與現況加以說明與敘述.
