Abstract:	美國民用航空委員會（civil Aeronoutics Board）是管制民航運輸業的政府機關，對於民用航空事業的發展，曾有至為卓越的貢獻。它是由五估委員所組成的委員制機關，亦即美國所特有的所謂獨立管制委員會之一。獨立管制委員會行使準立法與準司法的職權，無論其組織型態與地位，都異於一股行政機關，尤其司法性的行政程序更是具有特色。
