    Abstract: 作為日本首都已有相當長久的歷史,但其所面臨過度發展的一極集中態勢以及地震的潛在威脅,使得日本早有移轉首都機能的構思,我國臺北市也因過度集中化而在政治、經濟、社會文化與環境等面向產生諸多問題,而使國家無法均衡發展,因此,首都機能移轉成為一個達到國家發展均衡化的重要途徑,本文主要的目的即在於藉由日本首都機能移轉經驗,探討我國首都機能移轉的價值並建構我國首都機能移轉的模式。\
    本文認為我國首都機能移轉的治理網絡相當重要,首都機能移轉體現追求政治穩定、均衡國土發展、重整社會價值以及經營永續環境等意義,從而提出首都機能移轉的模式,其核心理念為:由內而外的共識營造、府際關係的協調整合以及公私合作採取雙向執行,期望藉由此一議題的討論,可以讓公民深入了解首都機能移轉對國家社會所產生的影響,進而形成公民參與文化,建構一個體現公共價值的治理體系,共謀國家與社會均衡與永續的發展。
    Tokyo has served as Japan’s capital city for a long time, faced with excessive development and the potential threat of earthquakes. Therefore, the idea of moving capital city is emerging gradually in Japan. Now Taipei, as Taiwan’s capital city, has been confronted by political, economical, social, cultural and environmental problems because of excessive-centralized development, which has caused Taiwan’s imbalanced development. For this reason, transferring capital functions will be a crucial approach to attaining national balanced development. The article depicts the values of transferring capital functions and tries to reframe the Taiwan’s model of transferring capital functions by reviewing Japan’s experience.
    The article asserts that building the governance network of transferring capital functions is very important. There are four meanings in the transferring capital functions, including pursuing political stability, seeking equilibrium development in the territory, renewing social value and creating sustainable environment. Accordingly, this article submits the model of transferring capital functions in Taiwan. The model is composed of three core ideas: building consensus from society to government, coordination and integration in intergovernmental relations, public-private cooperation to take two-way implementation. We expect that citizens can figure out the effect of transferring capital functions upon the society in order to cultivate the governance system which can realize public value, and promoting balanced and sustainable development for the nation.
