    Abstract: 在社會學、經濟學或公共行政與政治學界中,對於「信任」相關議題已經有相當多的討論,研究焦點大多集中在信任如何在社會系統或政治系統運作過程中產生影響(例如,人際信任或社會資本能否影響經濟及政治成效)?「信任」如何分類?不同層次信任之間的關係等。然而,當資訊及通訊科技(Information and Communication Technologies, ICTs)在1990年代大量進入政府運作過程,電子治理(e-governance)成為政府的新治理模式,或甚至被認為是一種公共行政的制度變遷時,卻很少有文獻談論傳統上相當受到重視的「民眾信任」,如何在ICTs應用所帶來的新治理方式中產生影響?如何建立民眾對於電子治理的信任?\\r 本文定位在文獻檢閱與整理工作。主要目的為透過文獻分析方法,一方面從概念上的討論開始,連結傳統公共行政與政治學領域,以及電子商務領域所討論的信任,找出信任在電子治理研究當中所扮演的角色;另一方面,則是在進入實證資料蒐集之前,從方法上尋找建構與測量電子治理民眾信任指標的方法。本文發現,目前相關文獻集中在「電子治理的支持或採用」此共有核心週邊。以此核心為中心點,目前電子治理文獻中對於「信任」議題的討論,大致上將信任設定在扮演「作為電子治理採用之自變數」(第一類文獻:角色I),以及「作為電子治理採用與成效之依變數」(第二類文獻:角色II)的雙元角色。在這雙元角色中,信任又可以區分出許多不同的概念化定義。
    The importance of trust has been recognized in public administration, political science, sociology, and economics. In the field of public administration, most studies argue it is not only the crucial link between citizen and government, but also the base of social capital. Since Information and Communication Technologies (ICTs) became essential instruments in governments in 1980s, e-governance grew into a new model of public administration, and now is seen as an emerging paradigm. Even with its new popularity, however, only a small portion of literature has paid attention to the role of “trust” in the digital world. Does trust have a new conceptual definition in e-governance? What role does it play in e-governance? The main purposes of this paper are to answer the questions above; to position the “trust” in the (e) governing process; and to explore the operationalization of its new role in this digital era. This study hopes to supplement insufficient academic attention on citizen trust in e-governance, and find ways to increase the adoption of e-governance by the citizens through enhancing trust.
