    Abstract: 本研究以國家圖書館非正式人員為研究對象,透過問卷調查與訪談之結果,分析國家圖書館非正式人員 (包括臨時人員、工讀生與志工) 管理之現況及問題。研究結果可提供國家圖書館非正式人員在個人屬性、召募與甄選、訓練與發展、薪資與福利、績效評估與管理等層面上之議題探討。根據文獻探討、問卷調查與訪談之內容,提出相關建議,以供參考:一、建立非正式人員人力資源管理之模式;二、規劃非正式人員之職務說明書;三、以運用教學資源相關之網路及公告欄方式,召募適任的非正式人員;四、建構學習型組織,並建立有系統性的教育訓練;五、發揮非正式人員之個人專長;六、提供完善獎勵與福利制度;七、強化非正式人員與主管之關係;八、業務外包替代非正式人員之評估。
    This study is designed to explore issues concerning the management of provisional human resources in National Central Library (NCL). Data have been gathered through questionnaire survey and in-depth interview. Analyses of the data may serve as helpful reference for discussions about personality traits of provisional employees, recruitment and selection, training and development, salary and welfare, as well as performance evaluation and management of provisional human resources. In addition to the data analyses, this study also conducts a general review of literature on provisional human resources and advances the following suggestions for future reference: (1) Establishment of a management model of provisional human resources; (2) Organization of job descriptions for provisional human resources; (3) Recruitment of competent provisional human resources via educational sources; (4) Construction of a learning organization and establishment of systematic training for provisional human resources; (5) Efficient employment of individual skills and knowledge of provisional human resources; (6) Formulation of a reasonable and adequate rewarding and welfare system for provisional human resources; (7) Solidification of the relationship between supervisors and provisional human resources; (8) Evaluation of the possibility of replacing provisional human resources with outsourcing services.
