    Abstract: 本文從國際人權規範建制力量角度出發，討論國際主要行為者對港人內\\r部自決權利的態度政策變遷及其對香港選舉權利建構影響。研究發現，香港\\r選舉權利變遷經驗突出國際人權規範社會化過程、自治體實踐經驗、地方行\\r為體反對派內部次文化，共同影響港人對於內部自決權利之正當性認知。國\\r際人權建制普遍對內部自決權利採取之和平民主論述，以及對於港人透過公\\r民投票以爭取直接普選之民主參政權利的支持力量不足，促使香港特殊自治\\r體制得以存續並呈現「資本主義代理民主」特色。
