Abstract:	一個組織中的成文規則雖然不是歷史演變的完整紀錄，但是卻透過規定的制定、修改與廢止留下了的「痕跡」，而這些痕跡就變成了分析組織規則變化的實證數據來源。本文將研究重點放在中共黨內法規的「產生」（rule birth）上，再輔以規則的內容分析，從權力領導格局的變化切入，觀察黨內法規的演變軌跡。從政治領導的角度觀之，中共依賴個人權威的領導模式到了1994 年鄧小平退居幕後開始有所轉變，以江澤民為首的第三代領導核心之中沒有人擁有「獨霸」的力量可以左右政局，因此領導菁英之間必須仰賴相互合作、相互妥協，有時候甚至是相互牽制才能維持權力的運作。歸納所有的觀察，發現中共的規則史具有一定的發展趨勢，主要分成兩個部分：第一，規則是組織在面對問題或應付壓力時的解決之策，簡言之，規則是因應問題而生的；第二，規則是組織自我強化的展現，也就是說，組織為了克服自身的弱點，會透過規則的制定來改善。
