Abstract:	「危機管理」是否有原則或基本策略可循？面臨危機時，是應臨機應變、見招拆招？還是應套招循式、奉前例為圭臬？十九世紀末是一個危機四伏的年代。記憶猶新的麥當勞爆炸事件、華航名古屋空難、印尼霾害，近日的農委會口蹄疫事件，高雄中油煉油廠爆炸事件，乃至九歌、圓神等出版社困林清玄再婚所引起的退書風波，我們發現，機關組織無論規模大小，產業不論上、中下游，危機無處不在，災害一觸即發。在當今社會中，各類政治力、經濟力、社會力，文化力，乃至於媒體的力量，快速變遷與相互衝擊，可以預見，「危機管理」將是各國政府、各類企業，在二十世紀所必須正視的重要課題。
