    Title: 民主党政権期における鳩山・菅内閣の日本外交－－普天間基地移設問題を中心に

    Abstract: 2009 年8 月、民主党は第45 回衆議院選挙で308 議席を獲得して空前の勝利を収め、政権交代を達成し、戦後の「55 年体制」における自民党の一党優位政党体制を変えた。民主党政権の内政・外交・軍事・経済など重要な国家方針にかかる各政策において、変化が起こることは必至で、なかでも外交政策の行方が最も関心を集めている。民主党はマニフェストで「国民の生活が第一」 を主な政見とし、その中で「政治主導」を核心理念とする政権構想5 原則5 策を掲げた。外交関係においては、緊密で対等な日米関係の構築、東アジア共同体の創設、アジア外交の強化、などの外交政策を掲げた。こうした政策からすれば、自民党に牛耳られていた「親米」の外交政策を「親米疎亜」から「親亜疎米」に転換しようとしていた ことが分かる。しかし、普天間基地移設問題が日米同盟関係に深刻な衝突をもたらし、これによって鳩山首相は9 カ月足らずでその政権を閉じることになった。2010 年6 月に菅内閣が登場し、同11 日の国会における所信表明にて、鳩山前首相の外交政策に変わって、日米同盟、現実主義、と同時にアジア諸国との連携の強化を基調とするという新しい外交路線を敷いたことは明らかである。また米軍普天間基地移設問題について、日米合意の「現行計画」を踏まえ る姿勢をも重ねて明らかにしている。
