    Abstract: 今年（2012 年）は中日国交正常化40 周年である。国交正常化当時の田中角栄首相が訪中してからこれまで、2 国間関係においては通商から外交、安全保障戦略まですべて、極めて大きな変化とコントラストを見せた。中日双方は2012 年の「中日国民交流友好年」のキャッチフレーズを、「新たな出会い、心の絆（中文：新的相遇、心的紐帯）」と定めた。これは中日関係がすでに、単なる2 国間のものから、相互に依存し合う交流関係となったことを指すと同時に、中日関係にはこれから新たな進展があることを意味している。しかしながら、両国間では、グローバルまたは東アジアの戦略的な競争において、関係に微妙な変化が生まれ、双方の政治または 安全保障の側面において構造的な矛盾を招く可能性も出てきた。中日間では歴史や領土といった要素によりさまざまな摩擦や衝突が起こるのは避けられないことではあるが、このような可能性を取り除くという観点に基けば、両国のリーダーは必ず政治的な知恵をもっ て、中日、および東アジア地域の政治と安全保障に関する不安定なリスクを抑えなければならないのである。
