Abstract:	本稿は、まず過去に台湾が行った対外援助政策の意図について検討し、対外援助政策を決定する際の、両岸政策の重要性について明らかにする。「92 年コンセンサス」は、馬政権の両岸政策の重要な基礎であり、両岸の交流や協力をより密接にしたほか、外交戦においても、「外交休兵」の暗黙の了解を得た。よって、本研究では対外援助政策における三つの変化、すなわち対外援助政策の策定、援助予算の透明化、プロジェクト・サイクル・マネジメント制度の導入を明らかにし、最後に、馬政権二期目の対外援助政策に対し、経済貿易利益の重視、及び官民連携の二点を提言する。本研究首先檢視了台灣過去援外政策的考量，釐清兩岸政策在決定援外政策時的關鍵地位。「九二共識」成為馬政府兩岸政策的重要基石，除了兩岸的交流與合作更為密切之外，在外交戰場上也達致了「外交休兵」的默契，本研究並觀察到了台灣援外政策的三個變革：援外政策文件的訂定、援助預算的透明化與計畫循環管理制度的導入。最後，本研究也為馬政府第二任的援外政策提出兩點建議：重視經貿利益、結合民間力量。
