Title:	台灣與歐盟Eurofound勞動政策運作模式之比較研究

Abstract:	本研究最主要目的，在藉由全球整合研究方法，探尋Eurofound 參與歐盟勞動政策制定的運作模式。並參酌Eurofound 經驗，就我國未來勞動部所轄勞動及職業安全衛生研究所設置運作，以及參與勞動政策制定的角色提出建議。經過不到5 個月的研究期間，透過相關文獻分析，以及國際與國內專家學者論文發表與對話研討，雖意見交錯論點分散，但也獲致相當程度的聚焦。首先，歐盟勞動政策在歐盟治理機關、會員國與勞資政三方所形成之複雜多方妥協決策結構中作成。在歐盟2020 策略脈絡中，Eurofound 在歐盟勞動政策決策制定上，提供各個當事人決策所需之決策資訊。所謂策略決定結構，因而形成妥協決策支援型的公共智庫。其次，在組織運作機制上，Eurofound 充分反映歐盟三方主義，研究取向高度與三方利益關切結合。然隨著會員國發展程度落差擴大，歐洲社會衝突利益分殊增加，工會組織率衰退和代表性不足，能否足以反映歐洲社會多元價值與多樣利益，仍存在檢討空間。第三，不論是Eurofound 出版品、網頁或是各種涉及歐洲勞資關係、勞動條件、結構變遷與生活品質等資料庫，皆提供了有關歐盟勞動政策的豐富研究素材。但為妥協性政策提供決策資訊，滿足各種價值與利益均能使用的研究報告，顯然無法深入，理論解釋不足。
