Abstract:	本文旨在說明美國廣播電視與新聞自由的演進過程，其中包括美國政府對於廣播電視的輔導與控制，以及廣播界為了爭取自由的奮鬥過程。以政府的管制面來說，美國傳播法案會禁止以下五類的內容：(1)傷風敗俗的節目；(2)彩票與餽贈；(3)賽馬賭博；(4)誹謗；(5)插播的不良廣播。以廣播界而言，業者認為不需要政府的法令管制，因為「自律」會讓它們製作好的節目，而節目的優劣可讓它們自行衡量。此外，廣播業者還認為「聯邦傳播委員會」沒權力對節目內容進行檢查，並且反對干涉空中廣播的自由，因為這是對美國立憲精神的嚴重侮辱。
