    Title: 行政機關外補甄選運作之研究:臺北市政府2015年個案調查

    Abstract: 我國公務人力甄補主要以國家考試用人為主,然而外補做為政府機關人力進用的重要途徑之一,卻少有相關研究。本研究為瞭解行政機關在外補甄選實際運作情形,透過文獻分析、問卷調查及深度訪談法,以臺北市政府作個案調查對象,據以探悉機關人事人員的功能、對於應徵者的評估過程及甄選成效。經研究發現指出:人事人員在甄選過程中的輔助功能,多數機關重視應徵者在過去的工作表現,且多數機關對於外補甄選過程感到滿意。根據甄選相關理論與研究發現,本研究提出「應用大數據分析選才」、「辦理集中型甄補」及「提升面試的有效性」等三項建議方案作為行政機關提升辦理外補甄選成效之參考。
    The recruitment of civil servants in Taiwan is mainly based on national examinations.But there are few relevant studies on the external recruiting and selection of civil servants in Taiwan.The purpose of the study was to investigate the actual operation of administrative agencies for external selection.This study goes through literature review, the questionnaire survey, and the in-depth interview method to investigate the case of the Taipei City Government.To find out the role of personnel, assessment process for applicants, and the effectiveness of selection. It was found:(1) Personnel is responsible for assisting the selection process to proceed smoothly. (2) Most organizations attach importance to the applicant’s past performance. (3)Most organizations were satisfied with the selection process.The study offers several suggestions to enhance selection effectiveness which includes applying big data analysis in selection,centralized recruiting,and improving the effectiveness of the interview.
