    Title: 我國研究發展制度之傳播結構與過程－知識利用模式之運用

    Abstract: 本文透過「知識利用理論」分析現有的研究發展體系，特別是其中的傳播結構和過程。本文指出，「知識生產及利用」最重要的過程是在知識生產及利用循環中，從來源到接受者的傳播或知識交換，其中包含「知識生產」、「知識管理」、「知識翻譯」、「產品發展」、「產品採納及利用」六大階段。本文認為，為了讓研究發展體系更有效的發揮功能，可進行以下改造：(1)研究發展單位必須擔負起更多的傳播任務，以聯繫者的身分把學者和員工連結在一起；(2)為了使「知識生產及利用」六大階段更加完整，研究單位應擴大功能，擔負起六個階段的責任，而非只限於「知識管理」的功能；(3)「研究者」的角色應從員工轉移到學者，而員工只扮演「使用者」的角色。
