Title:	蔡英文総統の政権運営に関する一考察

Abstract:	本稿は、台湾の政治制度の特徴とその影響に注目しながら、政権発足後 3 カ月あまりの間の蔡英文総統の取り組みを考察するものである。 2016 年の政権交代に伴い、台湾では民主化後初めてとなる民進党による統合政府が誕生した。統合政府の実現により蔡総統の政権運営は安定的に進むかに思われた。しかし、行政部門と立法部門との間での意見の食い違いや摩擦など、蔡政権は内政面で迷走した感が否めない。現行の半大統領制の下では総統が手にする制度的な権力資源は極めて小さい。そうした公式の制度の不備を補うには政党組織など非公式な手段や非憲法的な仕組みに頼らねばならず、政権運営を安定的に進めるためには政権党の一体性の確保が重要な要件となる。本稿では、蔡総統が規律よりも、むしろ時間をかけた意思疎通を通じて彼女のいう「執政チーム」内部の意見の一致を図ること、すなわち凝集性を高めることで、その一体性を形成し確保しようとしていることを指摘する。
