Title:	日本の財政赤字の政治的要因―「大蔵省統制」から「首相官邸統制」へ―

Abstract:	本稿は、日本の公債依存度の変動について政治的要因から説明を行うものである。真渕勝は、 1970 年代後半の公債依存度の急激な高まりを、財政と金融の一体性という政治制度から説明した。だが 1990 年代後半以降、財政と金融の分離が進められたにもかかわらず、公債依存度は急激に高まっており、一見すると、この変化は政治的要因によっては説明できないように思われる。だが本稿では、法制度的に政府から独立したはずの日本銀行が、政府・大蔵省（財務省）の圧力を受け、もしくは自発的に判断して、長期金利を抑制する政策を実施し、国債の大量発行を容易にしていた事例を確認する。さらに第 2 次・第 3 次安倍内閣では、日本銀行が首相官邸の統制下に置かれ、大規模な金融緩和が実施された結果、国債の大量発行が容易になり、財政規律が失われつつあることも確認する。 1990 年代後半以降の国債の大量発行についても、政治的要因によって説明することが可能なのである。
