Title:	安全保障関連の憲法改正を目指す安倍晋三・自民党のアプローチとその実践

Abstract:	本稿は「安倍 1 強」体制の下で、憲法改正を目指し、「美しい国」、「新しい国」へまい進しようとする安倍内閣・自民党が日本の安全保障政策に関わる憲法前文と第 9 条の改正を目指すアプローチとその実践を検証することを目的としている。2016 年 7 月参議院選挙の勝利で、自民党をはじめとする改憲勢力は衆参両院においていずれも 3 分の 2 の議席を確保し、初めて憲法改正の発議を国民投票にかける条件が揃うようになった。しかし、最近の世論調査では、憲法改正の反対意見が賛成を上回るとともに、憲法改正をめぐる与野党の主張も、改正派、加憲派、護憲派に分かれている。安倍内閣・自民党は憲法第 96 条を修正し、改憲の敷居を引き下げるか、または第 9 条の解釈を変更しようと試み、強い反発に遭ったものの、解釈変更の目標にたどり着いた。今後、安倍自民党は国会の憲法審議会での議論を通じて国民の関心を引き付けて改憲の合意形成を図っていくだろう。
