    Abstract: 本稿で は、政 府開発援助が受入国の国民所得に対して及ぼす影響 を経済学の観点から理論的に分析した。特に、中国で特徴的に見ら れ る「四位一体 」型の援助の特徴を捉えるために、供与国が受入国 の公共資 本 （インフ ラ ）の建設 や 整備に対 し て援助を 行 うと同時 に、その建設や整備において供与国の労働や資本が使われるような 経済モデルを構築し、公共資本の生産を含む GDP 関数を用いて援 助の分析を行った。その結果、政府開発援助によってインフラが整 備され、受入国の民間部門の生産性が向上するとしても、受入国の 国民所得が低下してしまう可能性があることを明らかにし た。そ の ような可能性は、供与国が受入国のインフラ整備費 用（水増し分を 含む ）の一部しか負担しない場合や、受入国がインフラ整備に用い られる生産要 素（労働や資本 ）の一部しか供与国から調達しない場 合に生じうる。また、援助の形態の問題のみならず、援助によって実施され る プロジェ ク トの有効 性 を考える こ とが重要 で あること が示された。
