Abstract:	トランプの「アメリカ第一」政策は、アメリカ国内の矛盾の反映であると同時に、国際社会情勢の反映でもある。防衛・安保・外交面では、大統領就任後のトランプの政策は、軍事力を必要に応じて使用する「強いアメリカ」政策であり、北朝鮮問題に典型的に現れている。経済面では、二国間主義による米国の利益の直接追求に強く傾斜し、典型的には TPP からの撤退に現れているように、多数国間主義から逸脱している。安倍総理は 2013 年から 2016 年まで戦略的で創造的なイニシアティヴをたくさんとってきたが、 2017 年の間、トランプのチャレンジに効果的に対応してきた。北朝鮮については「今は圧力の時だ」という安倍総理の政策の結果は必ずしもよく見えないが、トランプの立場とは見事に調和してきた。トランプの TPP からの撤退は、一帯一路政策にもっと理解を示す絶好の機会を安倍総理に与えたが、総理はトランプを敵対化させずに中国の関心を引く政策転換に成功している。米ロ間の緊張は拡大しているが、安倍総理の日ロ平和条約締結への努力は続いている。
