Title:	日本の対北朝鮮政策とその限界―北朝鮮による 2017 年の核・ミサイル実験を例として―

Abstract:	安倍晋三首相は 2017 年 9 月 25 日、突如として臨時国会開会後（同 28 日）に衆議院を解散し、翌月 22 日に総選挙を行うと発表した。安倍首相は一貫して、これは急激に悪化している少子高齢化問題を克服し国の未来を拓くため、また「北朝鮮の脅威に向き合い」、全力で国民の生命の安全と平和な生活を保障するための「国難突破解散」であり、全身全霊を傾け、全国民と共に国難を突破すると強調した。この間の北朝鮮による核・弾道ミサイル発射実験に対して日本がとった対応は、非常に具合の悪いものだった。安倍首相は「国難突破」のもと衆議院の解散・総選挙を行ったが、このような外交上の危機を国内政治に利用するやり方は、政権を継続させることはできても、北朝鮮との間の外交・安全保障上の危機を解決することはできない。本論文では、2017 年から 2018 年にかけての北東アジア情勢の展開を背景にした日本の対北朝鮮政策とそのあり得る限界を観察し、その分析を踏まえて日本に将来起こりうる安保政策の転換を分析する。
