    Abstract: 聯合國當前之最大課題為推展行政與財政、維持和平活動、經濟社會開發以及安理會等四項改革,美國是行政及財政改革之原動力,日本為經濟及社會開發戰略之主要提供者,蓋里袐書長則係維持和平活動之設計師,而進度緩慢之安理會改革實有待三者共同促成,第五十屆聯合國大會中,各項改革雖未完成,但均有進展,將於第五十一屆聯大中繼續進行,而美、日與蓋里三角關之演變,實係聯合國改革之成敗關鍵所在。
