Abstract:	聯合國當前之最大課題為推展行政與財政、維持和平活動、經濟社會開發以及安理會等四項改革，美國是行政及財政改革之原動力，日本為經濟及社會開發戰略之主要提供者，蓋里袐書長則係維持和平活動之設計師，而進度緩慢之安理會改革實有待三者共同促成，第五十屆聯合國大會中，各項改革雖未完成，但均有進展，將於第五十一屆聯大中繼續進行，而美、日與蓋里三角關之演變，實係聯合國改革之成敗關鍵所在。
