Title:	抗衡或扈從：面對強鄰時的策略抉擇〈上〉 The Choice of Strategy Towards One`s Strong Neighbor: Balancing or Bandwagoning (Ⅰ)

Abstract:	本文想要解答的核心問題是：在強鄰的主權要求下，小國如何應對？具體地來說，是什麼因素決定了小國對大國採取「抗衡」〈balancing〉或是「扈從」〈bandwagoning〉的策略？本文首先建立了兩岸關係和俄羅斯與各前蘇聯共和國之間的關係在結構上的類似性，也就是權力不對等〈power asymmetry〉和主權衝突〈confliciting sovereignty claims〉。然後在前蘇聯的例子當中，檢驗了從愛沙尼亞到塔克等十四個國家經濟發斬程序和西方支持程序與各國對俄政策之間的關聯。我們發現：經濟發展程序愈高、愈和西方親近的國家，愈容易對莫斯科採取抗衡的政策；而經濟發展程度愈低、愈和西方疏遠的國家，則愈容易採取扈從的政策。本文最後將此一結論運用到兩岸關係之上，探索台灣的大陸政策是否同樣受到經濟發展程序和西方支持程度的制約。
