Title:	中共“全國人大”專門委員會審議法案之研究

Abstract:	各國國會幾有常設委員會之設置。作為中共「國會」的「全國人大」內部常設性質的委員會稱為「專門委員會」。吾人探究「全國人大」專門委員會行使法案審議的內涵，經與西方議會常設委員會的運作情形對照之下，凸顯了三大特徵：兼採群眾路線、傾向「院會、委員會折衷主義」及固定不變的主審委員會，但此等特徵的背後，卻浮現若干問題，這包括：黨意與民意結合不易、專門委員會數量不足、業務分工不均及審議法案權責輕重差距過大等皆是。
