    Abstract: 一九七○年代以來大陸人口快速轉型與其強力推動的生育政策密切相關,而人口轉型又導致人口的快速老化。本文即從各時期政策對照該時期的生育率的變遷,以闡明生育政策的效應,同時對人口老化的現況與未來趨勢加以探討,指出人口老化對大陸經濟、財政、社會可能產生的衝擊。文中並指出大陸人口老化問題與世界其他地區不同之處在於老化速度快及絕對量龐大,另方面大陸人口生育率雖已降低但因人口總大故增長量仍大,人口數量問題尚未解決,面對人口數量龐大與人口老化加速的兩難問題,中共將採取怎樣的人口政策將是觀察二○○○年以後人口老化趨勢問題的一項關鍵變數。
    The structural changes of the population in the People`s Republic of China (PRC) since 1970, which have been closely related to the fertility policies vigorously promoted by Beijing in different periods, have led to the rapid aging of the population. This paper examines Beijing`s fertility policy in each of these periods and their impacts on the changes in the fertility rate before delving into the current situation and future prospects of the aging of the population. The influences of the aging of the population on the economy, finance, and society will also be discussed. The PRC`s population ages quickly and the absolute number of the elderly is very large. Although the fertility rate has been reduced, the amount of population growth remains substantial due to the large size of the total population. In the face of such problems, the population policy the Beijing will adopt will have a decisive impact on the aging trend of the Chinese population in the twenty-first century.
