In August 2000, Chinese Vice Premier Qian Qichen pronounced a new interpretation of Beijing's ”One China principle,” stating that ”Taiwan and the Mainland are both part of China, and China's territory and sovereignty cannot be separated.” Although this new position implies that Beijing is somewhat willing to treat Taiwan equally, Qian fails to clarify whether the new position can be applied to the international realm. In the international arena, Beijing has maintained that ”there is but only one China, Taiwan is part of China, and the PRC is the sole legal government of China.” Accordingly, the core issue remains that which side represents China in international community. This paper examines Qian's new statement from the perspectives of the condition of state existence, change in territory, foreign recognition, with a focus on their implications for Taiwan.
