    Abstract: 民國七年，北京大學開設「新聞學」課程，是我國新聞教育之開始。民國九年，上海聖約翰大學創立「報學系」，自此之後，奠定新聞教育在我國大學教育中的基礎。此後，從抗戰期間至抗戰勝利再至政府遷台等時期，自由中國之新聞教育皆頗為發達。至今，我國新聞教育已有六十五年之歷史，但如與世界先進國家相比，仍有缺失：專任師資不足、新聞與傳播學術著作不多、未有完整新聞教育體系、未能建立符合本國文化價值系統之新聞學。而國立政治大學在台復校後首先成立的即是新聞研究所，同時也是我國第一所新聞碩士班，在曾虛白先生與徐佳士先生的主持下，已有初步成就。但因未能完成我國新聞教育之體系－增設博士班，所以原有的新聞教育缺失仍難克服。民國七十年五月，在作者本人主持新聞所時，即提出增設博士班的構想，終在民國七十一年十二月獲得行政院通過而正式成立政大新聞所博士班。政大新聞所博士班的研究重點、課程內容等，仍需集思廣益，不斷研究充實改進，但設立之主要目標，即是培養高級傳播理論、新聞行政與新聞實務研究人才，以及具有獨當一面之國際新聞學者，開拓我國新聞與傳播學術之新境界。
