    Title: 先進國家有線電視發展研究

    Abstract: 有線社區電視發展，牽涉到政治、經濟及傳統問題，不可以偏概全論之。美國站在商業眼光經營，配合市場需求設立，雖有政府力量限制，但畢竟還很鬆弛。西北歐及日本則不同，他們有強有力中央政府主管電訊機構的管理和嚴格限制，雖了解有線社區電視系統具有多方面傳播功能，但要考慮是否和既有的中央廣播電視系統衝突的問題。美國在五零、六零年代，發生有線社區電視系統與無線電視業之間的爭議，經「聯邦傳播委員會」在相關法規上的發布及修改才得以解決，而進入了有線電視事業在七零年代的繁榮盛況，之後對於廣告、收視率調查及電影都帶來衝擊與影響。英國的有線電視發展上也出現政策爭議，對於政府該介入多少有線電視系統的經營，引來業者與政府之間的爭執，最後則是以設立獨立性質的「有線電視評議會」作為主管機關。相較之下，法國的有線電視事業發展就計畫的較周詳。義大利的有線電視發展模式則是別具一格，一開始就自播節目，並有充分廣告，與一般無線電視台相差無幾。日本的有線電視發展則是以自主放送形式進行，並有「有線電視放送法」作為政策輔助。從各國發展經過及現況觀之，有線電視已成一種獨立媒體，各國都開始重視。我國如果開放設立有線電視系統，包含法令修改、經營型態等問題都可以參考各國發展情形，這也是本文撰寫之目的。
