Title:	英國廣播公司電視紀錄片爭議

Abstract:	英國廣播公司（BBC）是獨立的公營非營利廣播事業，成立於一九二七年，是世界性廣播事業的鼻祖，一向以節目優越，新聞報導正確與迅速著稱，其新聞紀錄片亦是獨步全球。民國七十四年八月初，該公司董事會在首相佘契爾夫人的壓力下，決定取消播放名為「聯盟邊緣」（At the Edge of Union）的電視紀錄片，內容訪問了北愛爾蘭兩位敵對政治人物，兩人在片中言論激烈，主張暴力恐怖主義與射殺愛爾蘭共和軍份子。英國內政大臣布芮藤（Leon Brittan）奉首相之命函告英國廣播公司董事會，該片播出將「有損國家利益」，「助長恐怖份子士氣」，而BBC董事會宣布停播是空前壯舉，英國廣播新聞人員認為此舉違反英國廣播公司傳統，於八月七日罷工一天以示抗議。但佘契爾夫人認為媒體過分重視敵人意見，無疑給予恐怖份子免費宣傳機會，助長暴力之風。故此次對英國廣播公司斷然施以壓力，足見新聞自由以不危害國家安全為原則，乃民主政治之基本精神。
