    Abstract: 一九七四年，聯合國教科文組織（UNESCO）於第十八屆年會時，決議要求聯合國會員對國家傳播政策做整體性研究，並於一九七七年聘請十六位世界著名的新聞與傳播專家，組成國際傳播問題研究委員會（International Commission for the Study of Communication Problems），進行一連串研究後，於第二十一件年會提出報告。此報告指出了為了促進國家發展、國家了解與維護正義和平，傳播問題是必須要深入思考與解決的。目前世界各國在新聞事業的政策與制度方面，大致可分為極權新聞制度、商業新聞制度、共產新聞制度及社會責任論等四種。我國報業的經營大部分是美國商業主義商營報業的翻版，但在黨營與省營報紙上，常在「宣傳」與「營利」兩者之間顧此失彼，同時，我國奉行的三民主義與英美主義或自由主義並不相同，這也是我國新聞政策與新聞自由觀念常發生矛盾的基本原因。三民主義不同於集權、共產或資本主義，所以在新聞政策方面，應與新興的「社會責任論」較符合，認為人類並非完全理性，國家（公共）利益應高於個人利益。所以根據三民主義政治哲學與新聞哲學的基本原則，本文描繪了三民主義新聞政策的藍圖，包含報紙應民主化，成為以社會公益為考量的公共報紙，改組現有電視公司成為代表社會公益的公共電視公司，建立獨立有效的新聞評議會。同時，針對以上的新聞政策制度，也在文中針對主管機關－行政院新聞局的責任做了闡述。
