Title:	電傳視訊系統的建構與管理：硬體面的考慮

Abstract:	電傳視訊的成形程序包含兩方面的硬體技術，一是在無線傳輸技術下分離運用掃描線，另一則是將傳訊之中介質線纜化，而在結合現代電腦技術後，兩方面的硬體發展又有匯為一流、相互結合的趨勢。本文以此為出發點，探討電傳視訊系統在硬體面上的發展。在電傳視訊系統的硬體技術結構，可分為無線電傳視訊系統與有線電傳視訊系統。在國內有關電傳視訊系統的建立上，無線系統方面，目前主要是以華視有了初步發展成果。有線電傳視訊方面則有兩個單位正在進行或計畫推動之，其一是交通部電信總局於民國七十四年八月試辦的有線電傳視訊系統，其二是行政院建立有線電視系統工作小組所擬議的系統。而在所有權與經營權的考量上，無線電視頻道為公共所有的概念應繼續推廣，避免資訊流通的不平衡。有線電傳視訊系統方面，則宜節制硬體所有者權限，以免過度干擾資訊軟體，造成資訊或知識壟斷現象，因此，最好分散經營權，並使之與所有權分離。
