    Abstract: 本文旨在說明中共廣播電視事業的特性，從而反思我國傳播政策的走向。首先，中共廣播電視的特性如下：(1)具有強烈的階級性和黨性，並基於社會主義經濟基礎，為社會主義現代化服務；(2)各類廣播相互結合，組成宣傳整體；(3)將真實性、政治性、物質性和意識性、科學性及革命性統一起來；(4)宣傳黨的政策，並結合群眾的實踐活動；(5)增強新聞時效、掌握宣傳時宜。其次，本文認為共產主義的廣電事業不足取，而我國電視應基於下述三點來發揮教育文化功能：(1)以大眾利益為前提，經營政策必須有健全的價值觀；(2)在節目中應表現現代中國人應有的特質；(3)節目並非一定要板起面孔施教，也不是一味的抄襲，但要做到清新而不流俗，娛樂而不失雅俗共賞。
