    Title: 國父與總統　蔣公之傳播思想

    Abstract: 一九七四年，聯合國教科文組織（UNESCO）於第十八屆年會時，決議要求聯合國會員對國家傳播政策做整體性研究，並於一九七七年聘請十六位世界著名的新聞與傳播專家，組成國際傳播問題研究委員會（International Commission for the Study of Communication Problems），進行一連串研究後，於第二十一件年會提出報告。此報告指出了為了促進國家發展、國家了解與維護正義和平，傳播問題是必須要深入思考與解決的。為了探討傳播問題，本文先就傳播媒介與國家發展之間的理論做了整理，分別討論了美國第三任總統哲弗遜（Thomas Jefferson）對自由報業的主張、美國新聞自由委員會（Commission of Freedom of the Press）提出的新聞事業社會責任論、伊利諾大學大眾傳播學院院長皮特遜（Theodore B. Peterson）在《報業四種理論》一書中所提出的社會責任論、麻省理工學院傳播學者魯納教授（Daniel Lerner）分析國家現代化過程中所提出的媒介參與，以及國際著名傳播學者詩蘭姆教授（Wilbur Schramm）強調傳播媒介在國家發展過程中所具有的功能等幾點理論。介紹前述偉人與國際著名學者之傳播理論，是為了以此做為衡量傳播思想的價值標尺。回到國內，　國父孫中山的傳播思想，則是認為傳播媒介應充分報導新聞、擔負教育責任、服務民主政治與促進國家建設，同時也認為傳播媒介應該公營。而總統　蔣公同樣強調報業的重要，認為報業的責任有五：（一）普及宣傳；（二）宣揚國策；（三）促進建設；（四）發揚民氣；（五）社會教育，而新聞報導則必須迅速與確實，同時要肅清犯罪新聞。除此之外，　蔣公對於廣播電視的思想也與報業完全相同。
