Title:	國際資訊流通政策之研究

Abstract:	本文主要在說明當前國際資訊流通之問題，以及我國應採取的政策立場。首先，本文認為當前國際資訊流通有以下問題：(1)第三世界無力開發現代化電訊傳播媒介及制度不健全：「開發中國家」大都為二次大戰後獨立的新興國家，發展均屬有限；(2)西方國家的市場取向作法：西方國家的資本主義，走的是「自由放任」制度，人們追求的是最大利益；(3)共產集團的作法：共產集團常把媒介當作工具，向世界其他地區，特別是開發中國家輸出革命。其次，本文認為應採以下立場來因應國際資訊流通：(1)尊重各國的國家主權：承認各國家對人們可利用的外來電視及廣播等媒體的範圍和性質，有自決的權利；(2)承認世界多樣化文化的價值；(3)消息和意見適度的自由流通：這不僅在保護言論自由，也是人民接受消息和意見的權利。
