    Title: 電視改革芻議

    Abstract: 本文認為目前現行的電視制度全然不符國家發展與國民生活所需，實有進行改革的必要。為了提出關於電視改革的看法與建議，本文先從電視此媒介介紹起，並以美國的經驗和我國的電視制度做了異同的比較。接著，本文進一步提出我國電視結構的問題與節目問題，並認為除了商業電視的問題之外，公共電視目前所遭遇的困境也需要一併納入電視改革的討論當中。所以為了將公共電視建立起來，應以三民主義為基礎，並藉由中共的電視經驗作為反例，驗證公共電視的必要。最後，本文則提出電視作為社會體系與和政治組織的神經，其改革是非常迫切的，尤其需要社會大眾的關心與參與，確保電視能符合國家發展和社會控制的需要。
