    Title: 英國廣播公司與獨立廣播公司對電視暴力節目的指導原則

    Abstract: 本文所包含的兩份有關電視節目中暴力描繪的指導原則，第一部分是英國廣播公司（BBC）在一九七九年四月重新修訂的指導原則，第二部分是獨立電視公司（ITV）的指導原則，這份規則是由獨立廣播公司在一九七一年成立工作小組以來，分別在一九七三年、一九七五年及一九七八年提出的報告，綜合修訂而成。首先，關於BBC災一九七九年對電視節目中暴力描繪的指導原則，又稱為「西姆斯報告書」（Sims Report），內容雖然譴責任何節目中不必要的暴力描繪，但仍相信有時候電視上的暴力描繪是必要的。於是在此指導原則中，針對新聞報導、時事節目、紀錄影片、BBC自製戲劇、BBC買進的節目、兒童及青少年節目等，都分別評析了暴力因素出現在節目中的利弊，並再次強調節目中若出現暴力描繪，其目的是在「磨利，而非減弱觀眾的敏感度」。而ITV對電視節目中暴力描繪的指導原則中，則是先探討了何謂電視中所謂的暴力描繪，並提出明確的ITV信條，讓旗下的電視節目製作者得以追尋。但除了在一九七三年提出第一次報告後，ITV在兩年後又再次提出新的報告，檢視過去兩年中所發生的問題，再次修正ITV信條，並特別針對卡通中的暴力做檢討。文末也針對英格蘭中部在電視節目中使用的警告符號做了簡單介紹，以及整理了五項與電視暴力相關的研究做為參考。
