Abstract:	圖書館事業是一種公共領域的社會事業，其興隆與否有賴於工作計畫的擬定與推動。尤其是中程工作計畫的設定可以反映出圖書館事業的核心理念，本文係以美國國會圖書館跨越世紀的八年施政目標與方針為基礎，提出思考性的看法。 Librarianship is an important public domain for current social development. To keep up with its pace, libraries should make very clear mid-term and long-term working plans, which certainly mirror the core thinking in this field.
